GLEIF Governance

ROC Observers


In order to fulfill its role as overseer of the Global Legal Entity Identifier Foundation (GLEIF), two or more members of the Regulatory Oversight Committee (ROC) act as observers of the GLEIF Board. These ROC members have no voting rights in the GLEIF Board.

Currently there are four ROC observers to the GLEIF Board.

Mike Willis

Associate Director, Office of Data Science and Innovation
Division of Economic and Risk Analysis,
U.S. Securities and Exchange Commission

Mike currently serves as the Associate Director of the Office of Data Science and Innovation in the Division of Economic and Risk Analysis at the U.S. Securities and Exchange Commission. In this role he is responsible for leading the design and implementation of technological processes, tools and innovations to support the many data analytical needs of the Commission. He is a retired PwC partner with public company reporting, audit and data analytics experience and knowledge of relevant reporting and identity standards, regulations and process and control considerations.

Emomotimi Agama graduated with honors in his Bachelor’s degree in Accountancy from the Rivers State University of Science and Technology Port Harcourt; He holds double Master’s Degree in Banking and Finance and in Economics from the University of Benin. Agama also holds a Graduate Certificate in Capital Market from the George Washington University, Washington DC. An Associate Member Chartered Institute of Management Accountant (CIMA) UK, Chartered Global Management Accountant (CGMA). Chartered Stock- Broker, Member CISI UK and a Doctoral student in Economics with specialization in Cryptocurrency and Monetary Policy.

He is a Chartered Management Accountant, Economist, Investment Analyst, Chartered Stock Broker, Teacher as well as a Risk Manager, Agama is currently the Managing Director, Nigerian Capital Market Institute a subsidiary of the Securities and Exchange Commission, previously the Head, Registration, Exchanges and Market Infrastructures Department.

Emomotimi Agama served as the Special Assistant to the Executive Commissioner of Operations variously at the Securities and Exchange Commission where he supervised, coordinated and controlled the key issues affecting the capital market from 2008 to 2012. Subsequently he became Head Exchanges Division and got promoted to lead the department in 2018, a position he held in acting capacity after his five months’ stint at the US Securities and Exchange Commission under the IFC –Milken Institute program in Collaboration with the George Washington University, Washington DC USA.

Fabrizio Planta

Head of Markets and Data Reporting Department at ESMA

Fabrizio Planta is Head of Markets and Data Reporting Department at ESMA, with responsibility over Secondary Markets, Post-Trading, Market Integrity, Market Data and supervision over Trade Repository.

He was previously Head of the Post-Trading Unit where he has been in charge of the development of technical standards under EMIR and CSDR and on a number of CCP related manners, such as CCP colleges, stress tests, peer reviews, validation of risk models and recognition of third country CCPs.

Before joining ESMA, Fabrizio worked at the EU Commission on the EMIR proposal and before at CONSOB and at IW Bank S.p.A.

He holds an MSc in Economics from Warwick University and a degree in Economics.

CHINA

Fuyu Yang

Associate Inspector, IT Department
The PEOPLE’S BANK OF CHINA

Fuyu Yang is Associate Inspector of IT Department at the People’s Bank of China, with responsibility over planning of financial informatization and standardization. He also is Secretary General of China Financial Standardization Technical Committee, responsible for domestic work related to ISO/TC 68 .
