GLEIF provides a mechanism for any third party to challenge the data of any LEI and LE-RD of the Global LEI repository. A data challenge that is submitted for a specific LEI (or LE-RD) will be forwarded to the corresponding managing LEI issuer. The actual resolution of data challenges is a service provided by the LEI issuer.

Different challenges can be submitted, which the challenging user must specify alongside an optional comment. The available types are:

  • Legal Entity business card details
  • Legal Entity relationship details
  • LEI code

The following code lists are maintained by GLEIF:

  • Registration Authorities List: It provides an overview of business registers and other registration authorities to be used by the LOUs to verify and validate LEI reference data
  • Entity Legal Forms Code List: It provides an overview of legal forms in jurisdictions based on the ISO standard 20275
  • Accepted Legal Jurisdictions Code List: It provides list of accepted ISO 3166 codes per country/jurisdiction within the Global LEI System
  • Official Organizational Roles Code List: It provides an overview of official organizational roles for legal forms in jurisdictions based on the ISO standard 5009

GLEIF publishes the updated GLEIF Concatenated Files daily as a result of the concatenation of individual files uploaded by the LEI issuing organizations.

Via an interface the LEI issuing organizations are required to upload the LEI and legal entity reference data (LE-RD) files to the Global LEI repository daily. The files contain all LEIs issued to legal entities and related LEI reference data. Data is represented in the Common Data File Format.

GLEIF aggregates all files from all LEI issuers and publishes daily the updated GLEIF Concatenated Files.

A facility to allow the LEI issuers to perform data quality checks on LEI Record Sets prior to publication of newly issued or updated LEIs into the Global LEI System.

In order to improve the overall data quality in the Global LEI System, GLEIF provides the LEI issuers a facility to evaluate the data quality on LEI Record Sets prior to publication into the Global LEI Repository.
The facility provides the result of the assessment and delivers the exact reason for the failures. This enables the LEI issuers to remediate potential issues in a timely and efficient manner.
In scope are new and to be updated LEI Record Sets. The LEI issuers can use the facility unlimited times for the same LEI Record Set.
Both an API and a user-friendly graphical user interface (GUI), which enables the manual usage of the Pre-Check facility, are provided.

The Data Quality Monitoring Dashboard enables its users to observe changes in the Data Quality by analyzing various aspects. For instance, the user can identify trends and outliers by monitoring the development of the Total Data Quality Score for different Data Quality Criteria and Maturity Levels on a timeline. In addition, drill down views are available per Data Quality Check or even per individual LEI record. The Data Quality Monitoring Dashboard provides also a direct comparison between different LEI issuing organizations regarding their data quality performance.

The GLEIF API gives developers access to full LEI Data search engine functionality, including filters, full-text and single-field searches of Level 1 (LEI Record) Data, retrieval of LEI Records (including links to their Level 2 data, where available), based on a search of their associated Level 2 (relationship) data, and "fuzzy" matching of important data fields such as names and addresses. For example, using the GLEIF API, you can search for LEIs via entity names, find LEIs by BIC code or investigate corporate structures (search for parent and child relationships). The GLEIF API is based on the data found in the GLEIF Golden Copy.

  • All LEIs ever published in a GLEIF Golden Copy File version, as well as all new LEIs published by the LEI issuers since the previous release of a Golden Copy File, are included in the file.
  • Enriched reference data provides deeper insight into the global market place.

GLEIF makes available the following monthly data quality reports:

  • Global LEI Data Quality Reports: These reports demonstrate the overall level of data quality achieved in the Global LEI System.
  • LEI Issuer Data Quality Reports: These reports analyze the level of data quality achieved by the individual LEI issuing organizations.

The GLEIF data quality management program ensures that the LEI remains the industry standard best suited to providing open and reliable data for unique legal entity identification management.

Legal Entity vLEI credentials and Legal Entity Official Organizational Role vLEI credentials must be reported by the Qualified vLEI Issuer to GLEIF in order to be published by GLEIF on the reference data page of the respective LEI.

GLEIF provides the vLEI Reporting API for Qualified vLEI Issuers to notify GLEIF of the issuance of Legal Entity vLEI Credentials and/or Legal Entity Official Organizational Role vLEI Credentials. These Legal Entity vLEI Credentials and Legal Entity Official Organizational Role vLEI Credentials, issued by the Qualified vLEI Issuer, are published by GLEIF on the LEI page of the Legal Entity.

The vLEI Reporting API also will be used by the Qualified vLEI Issuers to inform GLEIF of updates for these vLEI Credentials that have been revoked.

Qualified vLEI Issuers must call the vLEI Reporting API with each issuance event of Legal Entity vLEI Credentials and Legal Entity Official Organizational Role vLEI Credentials, with the exception of OOR vLEI Credentials for which the OOR Person has not given consent for field values to be published, and for every revocation event of these vLEI Credentials.

The GLEIF service report is published monthly on the 10th business day of the month. Historical monthly reports are also available on the same page.

The Service Availability Dashboard provides real time availability on services delivered by GLEIF. By displaying traffic lights indicators (green or red), the actual status of the services can be checked online.

Find your preferred business partner by searching the Accredited LEI Issuing Organizations - also referred to as Local Operating Units (LOUs) - and the Qualified vLEI Issuing Organizations.

A legal entity is not limited to using an LEI issuer in its own country; instead, it can use the registration services of any LOU that is accredited and qualified to validate LEI registrations within its authorized jurisdiction(s). The dedicated GLEIF website page titled ‘Get an LEI: Find LEI Issuing Organizations’ allows identifying all GLEIF-accredited LEI issuers that offer LEI services per jurisdiction. Accredited LEI issuers have successfully completed the GLEIF accreditation program for the associated jurisdictions.
Additional information about each LOU is provided (i.e. URL, LEI code, recent data quality report, and the accreditation date).
Qualified vLEI Issuers – also referred to as QVIs – supply registration, renewal and revocation, and act as the primary interface for legal entities wishing to obtain vLEI Credentials. Additional information about each Qualified vLEI Issuers is provided (i.e. the LEI, website URL and date of qualification).

The service offers the possibility to download the data associated with each graphic in CSV format.

This service also makes available the Global LEI System Business Report that is published quarterly, which highlights key developments relevant to LEI adoption. Specifically, the reports assess annual growth and renewal expectations, evaluate the level of competition between LEI issuing organizations operating in the Global LEI System and analyze LEI renewal rates and reference data corroboration.

Annual vLEI Issuer Qualification is GLEIF’s process of regular verification of the Qualified vLEI Issuer’s compliance with its expected requirements within its vLEI operations.

GLEIF reviews information submitted by the Qualified vLEI Issuer, considers the performances scored during the last operational period, assesses the information against vLEI Ecosystem Governance Framework and the Qualified vLEI Issuer Qualification Agreement requirements and determines whether any remedial action is required in order to maintain status as a Qualified vLEI Issuer.

The Annual vLEI Issuer Qualification is performed on or after the anniversary date of the qualified vLEI Issuer’s date of qualification, based on the vLEI Issuer Qualification Agreement execution date.

GLEIF maintains the Qualified vLEI Issuer vLEI Credentials as well as renews the TrustMarks of Qualified vLEI Issuers successfully completing Annual vLEI Issuer Qualification.

The certification program ensures that organizations which map the LEI to their own identifiers use reasonable methodologies and / or processes to do so accurately.

The certification program ensures that organizations which map the LEI to their own identifiers use reasonable methodologies and / or processes to do so accurately.

GLEIF’s Certification of LEI Mapping service evaluates the mapping processes and algorithms applied by organizations seeking to link other identification schemes to the LEI.

Certification, and the subsequent publication by GLEIF of publicly available, open source relationship files which match mapping partner identifiers against corresponding LEIs, eases the process of gathering, aggregating and reconciling counterparty information.

When seeking certification, the mapping partner documents the nature and extent of the mapping methodologies and / or processes. This enables GLEIF to review the processes and procedures, validate sample data from the mapping partner and determine if the sample data meets or exceeds GLEIF’s pre-determined accuracy and quality criteria. In cases where it does, GLEIF certification is confirmed.

In order to support the integrity of the Global LEI System, an extensive vetting process is in place to ensure that LEI issuing organizations (also referenced as 'Local Operating Units' or LOUs) reflect and incorporate the vision and internal control requirements of GLEIF within their operations.

The Accreditation Manual and Accreditation Checklist (Appendix 02) can be downloaded from GLEIF’s website.

GLEIF’s process of re-verification of the LEI issuing organization's compliance with expected internal controls within its LEI operations.

GLEIF will request from the LEI issuing organization (also referenced as 'Local Operating Unit' or LOU) certain documentation and evidence of compliance with expected internal controls which need to be in place for an accredited LOU to be operational.

This exercise is based upon the current status of internal controls that were verified as part of the LOU’s initial accreditation and as amended in the event under the accreditation change process.

The annual accreditation verification process is executed on or after the anniversary date of the LOU’s date of accreditation as documented on their accreditation certificate.

Using a template provided by GLEIF, the LOU verifies the status of each processing area as mentioned in the Accreditation Checklist. For areas where significant changes have occurred, the LOU documents the nature and extent of the changes and how it/they effected LEI processing. Supporting documentation must be provided as additional information regarding the change(s).

GLEIF reviews this information and assesses the overall impact of any changes noted in the internal controls. GLEIF determines if the changed internal controls still meet the required control standard and advises the LOU as to whether any remediation action is required.

Annually, the mapping partners update GLEIF’s understanding of the current status of the mapping algorithms that were verified as part of the initial certification.

For areas where significant changes have occurred, the mapping partners document the nature and extent of the changes and how they affected the mapping processing. Supporting documentation must be provided as additional information regarding the change(s) upon GLEIF’s request.

GLEIF and the mapping partners review the information and assess the overall impact of any changes noted in the mapping algorithm. GLEIF and the mapping partners determine if the changed mapping algorithm still meets the required standard and decide as to whether any remediation action is required.

GLEIF will terminate the Qualification of any Qualified vLEI Issuer that does not successfully complete Annual vLEI Issuer Qualification, does not address of qualification issues documented as a result of Annual vLEI Issuer Qualification, does not remediate breach of requirements documented in the Qualified vLEI Issuer Agreement or its appendices, if the LEI of a Qualified vLEI Issuer does not meet the required entity and LEI registration requirements or if the Qualified vLEI Issuer chooses to cease vLEI Issuer operations.
GLEIF will revoke the Qualified vLEI Issuer vLEI Credential of the terminated vLEI Issuer and will remove the terminated vLEI Issuer from the list of Qualified vLEI Issuers on GLEIF’s website which will result in a change in status of the TrustMark on gleif.org.
The leaving Qualified vLEI Issuer notifies the Designated Authorized Representatives of each managed Legal Entity, informing them that all their vLEI certificates will be revoked and become invalid by the date provided and therefore they must find a new Qualified vLEI Issuer before that date.
In case the leaving Qualified vLEI Issuer fails or refuses to notify the Designated Authorized Representatives of each managed Legal Entity, GLEIF will take the ownership of the notification and may additionally held the leaving Qualified vLEI Issuer liable for damages according to Qualification Agreement, chapter “X. Liability”.

Trigger the porting of all LEIs and legal entity reference data from one LEI issuing organization (also referenced as Local Operating Unit or LOU) to another LOU or GLEIF in certain cases.

GLEIF triggers a transfer of the management authority for one or more LEIs from the LOU when the LOU is either unable or unauthorized to provide service, or at the expiry of the Master Agreement.

In the case that a legal entity triggers the transfer of its own LEI, GLEIF and this service are not involved.

Completeness:

  • No LEIs are left without any operating managing LOU for more than 48 hours during GLEIF business days.
  • In case of force majeure, GLEIF shall trigger this process within 48 hours during GLEIF business days, given the impacted LOU stops LEI file daily upload and does not provide business as usual confirmation.

In order to support the integrity of the vLEI Ecosystem, a vLEI Issuer Qualification Program is required for all Candidate vLEI Issuers seeking to become Qualified vLEI Issuers of the vLEI Ecosystem.
Every Candidate vLEI Issuer is required to complete the Qualification Program successfully in order to achieve Qualified vLEI Issuer status. The Qualification Program evaluates a Candidate vLEI Issuer’s financial, operational, and informational technology capabilities using the self-assessment questionnaire provided by GLEIF which is referred to as the vLEI Issuer Qualification Program Checklist.
The vLEI Issuer requirements which Qualified vLEI Issuers must meet are defined in the vLEI Ecosystem Governance Framework and in the vLEI Issuer Qualification Agreement and its Appendices, which can be downloaded from GLEIF’s website.
Upon successful completion of the Qualification Program, GLEIF issues Qualified vLEI Issuer vLEI Credentials to Qualified vLEI Issuers as well as TrustMarks and publishes and maintains a list of Qualified vLEI Issuers on the GLEIF website.
It is expected that, on average, the qualification process takes roughly 3 months to be completed.
