ROC Observers


In order to fulfill its role as overseer of the Global Legal Entity Identifier Foundation (GLEIF), two or more members of the Regulatory Oversight Committee (ROC) act as observers of the GLEIF Board. These ROC members have no voting rights in the GLEIF Board.

Joseph Chilvers

Joseph Chilvers is the Lead Product Owner for Payments Reporting and Analytics, he is responsible for overseeing the development and implementation of the products used to report on the Bank’s RTGS2 system.

Over the last 9 years Joseph has held multiple roles centred on the use and management of data within the Bank of England, including working on the implementation of the Bank’s Master Data Management System.

Through these roles Joseph has help drive the adoption of the LEI as a key identifier within the organisation. Promoting its value as a powerful tool for harmonising organisational data, in analytics and reporting as well as in enabling more efficient integration and interoperability between systems, datasets, and processes.
