Become a vLEI Issuer (QVI)

An organization authorized to issue verifiable LEIs (vLEIs) to legal entities, as well as the persons who represent their organizations either in official or functional roles, is referred to as a Qualified vLEI Issuer (QVI).

QVIs perform issuance, verification, and revocation of vLEI Credentials. In particular, they act as the primary interface for organizations seeking vLEI credentials. At the entity level, these are referred to as ‘Legal Entity vLEI Credentials’. Organizations holding valid Legal Entity vLEI Credentials may request the issuance of ‘Legal Entity Official Organizational Role (OOR) vLEI Credentials’ by the QVI.

GLEIF QVI Qualification is the process by which the suitability of organizations seeking to become QVIs is assessed. Becoming a member of the vLEI Ecosystem via GLEIF qualification is a globally recognized designation of commitment to trusted organizational digital identity.

QVIs will either be organizations already issuing LEIs (Local Operating Units) or new business partners. All vLEI Issuers must be qualified through the Qualification Program under the GLEIF vLEI Ecosystem Framework to be able to offer services related to vLEI Legal Entity Credentials and/or vLEI OOR Credentials.

This section of the GLEIF website makes available all documentation and information relevant to participation in the GLEIF Qualification Program. The detailed steps, which an organization seeking to become QVI must complete, are detailed here: Qualification Program.

Organizations seeking assistance with their application to become a GLEIF Qualified vLEI Issuer should direct their questions on the Qualification Program by email to info@gleif.org.
